2005 BASEBALL TOURNAMENT SERIES

Associate Commissioner Craft reported on the general format, sites and other preliminary plans for the 2005 Baseball Tournament Series.  Listed below are the proposed sites:

Sectional tournament play must begin on Memorial Day, Monday, May 30, 2005.  All sectional championships should be completed prior to Saturday, June 4, 2005.

The regional will be held on the following Tuesday, June 7, 2005, with two teams per site at 32 sites.  The winner of even number sectionals will serve as host sites for the regional.

State Finals – Loeb Stadium, Lafayette, Indiana

The State Championships in each of the four classes will be contested at Loeb Stadium in Lafayette on Friday, June 17, and Saturday, June 18, 2005.  A motion to approve the recommendations for the 2005 Baseball Tournament Series was made by Jim Feist; seconded by Dennis Bunda; motion passed 15-0.

 

2005 TRACK & FIELD TOURNAMENT SERIES

Assistant Commissioner Cox reported on the general format, sites and other preliminary plans for the 2005 Track & Field Tournament Series.  Included in this report were the following recommendations for changes in host sites:

Assistant Commissioner Cox reported that the Girls and Boys State Championships will be hosted by Indiana University.  The boys meet will take place on June 3, 2005, and the girls meet will be held on June 4, 2005.  A motion to approve the recommendations for the 2005 Track & Field Tournament Series was made by Phil Hoskins; seconded by Randy Barrett; motion passed 16-0.

 

2005 BOYS GOLF TOURNAMENT SERIES

Assistant Commissioner Cox reported on the general format, sites and other preliminary plans for the 2005 Boys Golf Tournament Series.  This report recommended the following host site change:

The Boys Golf State Championships will be held June 14-15, 2005, at the Legends of Indiana Golf Club in Franklin Indiana.  A motion to approve the recommendations for the 2005 Boys Golf Tournament Series was made by Geoff Penrod; seconded by Paul Neidig; motion passed 16-0.

APPROVE HOST SITE FOR THE 2005 CROSS COUNTRY STATE CHAMPIONSHIPS

Commissioner Ress recommended that the Cross Country State Championships be held at the LaVerne Gibson Cross Country Course, Terre Haute, in 2005 and 2006.  A motion to approve the recommendation was made by Randy Barrett; seconded by Phillip Gardner; motion approved 16-0.

 

NATIONAL FEDERATION LEGAL SEMINAR

Approval was requested for Commissioner Ress and IHSAA Attorney Robert Baker to attend the legal seminar sponsored by the National Federation on April 22-23, 2005.  This seminar will be conducted in Indianapolis.  A motion to approve the IHSAA’s participation in the NFHS legal seminar was made by Jim Feist; seconded by Michael Powell; motion passed 16-0.

 

APPROVAL FOR EXECUTIVE STAFF AND BOARD MEMBERS TO ATTEND NFHS ANNUAL SUMMER CONFERENCE

Commissioner Ress requested permission for the executive staff and the Board of Directors to attend the annual meeting of the National Federation of State High School Associations, June 29 - July 2, 2005.  A motion to approve this request was made by Nancy Alspaugh; seconded by Phil Hoskins; motion passed 16-0.

 

TENNIS COACHES PROPOSALS

Tim Cleland of Delta High School, representing the Indiana High School Tennis Coaches Association, and Mark Noe of Indianapolis Cathedral High School, representing the Indiana Coaches of Girls Sports Association Tennis Committee, presented the following proposals:

  1. The number of players permitted to participate in the preseason scrimmage should be extended from the current limit of 14 to a new maximum of 20 as long as the courts are available.  The scrimmage still must be completed in 90 minutes.
  2. Schools should have an additional scheduling option of 16 dual matches and 0 tournaments.

SPORTSMANSHIP

Assistant Commissioner Wynns reported on the unsporting behavior conduct reports that the Association has received as of February 18, 2005.  A total of 179 unsporting behavior reports have been filed for the winter season, which is an improvement over last year at this time.  To date, the Association has received 524 unsporting behavior reports, as compared to 652 reports received at this time last year.    

 

LITIGATION REPORT

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

IHSAA DISTINGUISHED MEDIA SERVICE AWARD

A report was given on the recipients of the 2004-05 Distinguished Media Service Award winners.  This year’s recipients were:

 

District I

Chris Breach, sports editor for the Logansport Pharos-Tribune, was selected as the 2004-05 recipient of the IHSAA Distinguished Media Service Award for District I.  Breach was honored on Saturday afternoon, February 12, 2005 in a special ceremony at halftime of the Caston vs. Cass boy’s basketball game at Caston High School.  In his position with the newspaper, Chris oversees a sports department that provides coverage of 11 area high schools, in addition to major college and professional sports. 

 

District II

Tom Byrum, sportswriter for the News-Gazette in Winchester and broadcaster for WZZY Radio in Richmond, was selected as the 2004-2005 recipient of the IHSAA Distinguished Media Service Award for District II.  Byrum was honored on Friday, February 4, 2005 in a special ceremony prior to the Winchester vs. Monroe Central boys basketball game, at Winchester High School.  Tom is in his 25th year with the News-Gazette, covering Winchester Golden Falcons boy’s basketball, plus other county boys and girls high school basketball teams.  Tom and his wife of 28 years, Sharon, have three children: Deishima, Thomas and Faye Ann. 

 

District III

Lee Kelly, Radio/Television teacher at New Albany High School was named the 2004-05 recipient of the IHSAA Distinguished Media Service Award in District III.  Besides his classroom duties, Kelly also heads the school’s student-run radio station, WNAS, 88.1 FM, and a local cable channel. He has worked with and trained student broadcasters at high school sporting events since beginning his teaching career at the school in 1973.  He was honored during a special ceremony on Wednesday evening, February 9 during the Louisville Male-New Albany boys basketball game at New Albany High School.  Lee and his wife of 35 years, Sally, have two children, Dena, 29, and Josh, 23, as well as two grandchildren.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

 

Anderson High School

Commissioner Ress reported the following action as a result of a violation of Rule 20-3 (Girls basketball coach visited home of prospective athlete)

1.   The Anderson High School girls’ basketball program is issued a warning. 

2.   Coach Chad Wetz is severely reprimanded for illegally contacting a prospective student athlete and her family on more than one occasion prior to her enrollment at Anderson High School. 

3.   The IHSAA accepts and supports the suspension of Coach Wetz as an appropriate action for this violation.

4.   The administration is commended for its investigation of this matter.  These events should serve as strong reminder to remain diligent in the supervision of the athletic programs in order to preclude future, similar incidents, which could result in a more severe penalty.

 

Edinburgh High School

Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys basketball player participated in game)

1.       The Edinburgh High School boys’ basketball program is issued a warning. 

2.       The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.       In accordance with Rule 3-9, the game in question shall be forfeited to New Washington High School.

4.       The administration of Edinburgh High School is commended for its reporting and handling of this matter.

 

Elwood High School

Commissioner Ress reported the following action as a result of a violation of Rule 60-6 (Wrestler competed at weight class below his minimum allowable weight)

1.   The Elwood High School wrestling program is issued a warning. 

2.   The student athlete will be allowed to continue to compete as a result of the hydration test and Tanita body fat analysis completed on February 1.

3.   Coach Rex Leavitt is reprimanded for allowing this violation to occur.

4.   The IHSAA accepts and supports the suspension of Coach Leavitt from his coaching duties at the individual wrestling regional on February 5, 2005.

5.       The administration of Elwood High School is commended for its reporting and handling of this matter.

 

Evansville Central High School

Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys swimmer participated in 3 meets)

1.       The Evansville Central High School boys’ swimming program is issued a warning.

2.       The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.       In accordance with Rule 3-9, the schools against whom the ineligible athlete participated shall be notified of this violation, the points scored by the ineligible swimmer shall be forfeited, and the scores of the meets recalculated to reflect the forfeits.

4.       The administration of Evansville Central High School is commended for its reporting and handling of this matter.

 

Glenn High School

Commissioner Ress reported the following action as a result of a violation of Rule 3-9 (Wrestler competed in weight classed where not entered-PROBATION)

1.       The Glenn High School wrestling program is placed on probation through February 19, 2006.  Probation is a more severe type of warning. 

2.       The IHSAA accepts and supports the suspension of Coach Dennis Cochran from coaching during the individual regional wrestling tournament as an appropriate response to this violation.

3.       Glenn High School shall pay a $200 fee to enter the student’s names into the appropriate weight class on the official entry form.  

4.       In response to the actions taken by Glenn High School and because the student athlete appears to be the victim of circumstances, the Commissioner’s office will allow the student athlete to participate in the individual state wrestling tournament under the hardship eligibility provided in Rule 16 of the IHSAA By-Laws.

5.       The administration of Glenn High School is commended for its handling of this matter.

 

Harrison (West Lafayette) High School

Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (Asst. wrestling coaches working out on a Sunday w/wrestler)

1.       The Harrison High School wrestling program is issued a warning. 

2.       The assistant coaches involved in causing this violation are reprimanded for participating in a Sunday practice session with a wrestler in direct violation of Rule 9-13. 

3.       The IHSAA accepts and supports the actions taken in placing these coaches on probation and indicating that no such activity will be tolerated in the future.

4.       The administration of Harrison High School is commended for its reporting and handling of this matter.

 

Heritage Christian High School

Commissioner Ress reported the following action as a result of a violation of Rule 14-1 (Swimming meet was conducted without a licensed official)

1.       The Heritage Christian High School swimming program is issued a warning.

2.       Coach Meg Osborne is reprimanded for allowing this violation to occur. 

3.       The administration of Heritage Christian High School is commended for its reporting and handling of this matter.

 

Indianapolis Cathedral High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a (Boys basketball player participated on non-school team)

1.   The Indianapolis Cathedral High School boys’ basketball program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended for the three basketball games.

3.   The administration of Indianapolis Cathedral High School is commended for its reporting and handling of this matter.

 

Lake Central High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2 (Frosh volleyball coach worked w/three players on non-school team)

1.   The Lake Central High School volleyball program is issued a warning. 

6.       Coach Jennifer Platt is reprimanded for causing this violation to occur. 

7.       In lieu of suspending the student athletes, the IHSAA accepts and supports the four game suspension of Coach Platt as an appropriate response to this violation.   

8.       The administration of Lake Central High School is commended for its reporting and handling of this matter.

 

Providence High School

Commissioner Ress reported the following action as a result of a violation of Rule 20-2 (Boys swimmer’s tuition was paid by a local parish-PROBATION)

1.       The Providence High School boys’ swimming program is placed on probation through February 25, 2006.  This probation is a severe type of warning. 

2.       The student athlete involved in this violation is ineligible to participate in athletics for the 2004-05 school year.

3.       In accordance with Rule 3-9, it is understood that the schools against whom the ineligible swimmer participated will be notified of this violation.  Additionally, the scores of the meets shall be recalculated to reflect the forfeiture of all points earned by the ineligible student athlete.

4.       The Board of Directors, the Office of the President and the Providence High School Administration must continue to make a concerted effort to put an end to the practice of a benefactor, an organization or a parish selecting a student athlete and providing remuneration above and beyond what is offered to every student that attends Providence High School.  All tuition payments beyond the need based financial aid program administered by Providence High School must be the responsibility of the student athlete and his/her parents. 

5.       The administration of Providence High School is commended for identifying and reporting this violation of IHSAA By-Laws.  It is apparent that the administration must remain diligent in its supervision of the athletic programs and closely monitor the source of tuition payments.

 

Rossville High School

Commissioner Ress reported the following action as a result of a violation of Rule 60-6 (Wrestler participated without meeting standards of weight control program)

1.  The Rossville High School wrestling program is issued a warning. 

2.  Coach Ted Lynde is reprimanded for allowing this violation of Rule 60-6 to occur. 

3.  The student athlete involved in this violation is ineligible for the remainder of the wrestling season.

4.  The administration of Rossville High School is commended for its reporting and handling of this matter.

 

South Bend Adams High School

Commissioner Ress reported the following action as a result of a violation of Rule 14-1 (Unlicensed basketball official worked scrimmage, frosh & JV games)

1.   The South Bend Adams High School basketball programs are issued a warning.

2.   If it has not already been accomplished, South Bend Adams is directed to follow the procedures outlined in Rule 3-9 of the IHSAA By-Laws including the notification of the identified opponents of this violation

3.   The administration of South Bend Adams High School is commended for its reporting and handling of this matter.

 

South Bend Clay High School

Commissioner Ress reported the following action as a result of a violation of Rules 3-10 & 19-8 (Athlete participated in girls basketball without transfer being filed or physical being submitted)

1.   The South Bend Clay High School girls’ basketball program is issued a warning. 

2.   Freshman Coach Dave Edmond is reprimanded for allowing these violations to occur.   

3.   It is our understanding that, in accordance with Rule 3-9 of the IHSAA By-Laws, the schools against whom this student athlete participated has been notified of this violation and the victories have been forfeited. 

4.   The administration of South Bend Clay High School is commended for its reporting and handling of this matter.

 

South Bend Riley High School

Commissioner Ress reported the following action as a result of a violation of Rule 102-3c (Girls basketball player exceeded five quarter limit)

1.   The South Bend Riley High School girls’ basketball program is issued a warning. 

2.   Coach Randall Cook is reprimanded for permitting this violation to occur. 

3.   The varsity game versus South Bend Riley High School, in which the student athlete exceeded the five quarter limit, shall be forfeited in accordance with rule 3-9 of the IHSAA By-Laws.

4.   The administration of South Bend Riley High School is commended for its reporting and handling of this matter.

 

South Bend St. Joseph’s High School

Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (Sunday weight training sessions football players)

1.   The South Bend St. Joseph’s High School football program is issued a warning. 

2.   Athletic Director Frank Pomarico is reprimanded for conducting Sunday weight training sessions in violation of

      Rule 9-13. 

3.   The administration of South Bend St. Joseph’s High School is commended for its reporting and handling of this matter.

 

Southwestern (Hanover) High School

Commissioner Ress reported the following action as a result of a violation of Rule 52-3c(2) (Boys basketball player exceeded five quarter limit)

1.   The Southwestern High School boys’ basketball program is issued a warning. 

2.   Coach Pat Rady is reprimanded for allowing this violation to occur.  Bench personnel must be cognizant of the number of quarters an athlete has available to participate.

3.   In accordance with Rule 3-9, South Ripley shall be notified of this violation and the varsity game forfeited if Southwestern was victorious.

4.   The administration of Southwestern High School is commended for its reporting and handling of this matter.

 

Terre Haute North High School

Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ swimmer participated in meet)

1.   The Terre Haute North High School boys’ swimming program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

4.   The administration of Terre Haute North High School is commended for its reporting and handling of this matter.
